Before 1961 i.e before Goa was liberated, 'bribes' did not exist. There 
were presents made after some work was done.
One used to call it 'Saguado'.  There was nothing wrong in that. It was in 
the form of  flowers or some material. It was not 
bribing as the work was already over. Now things have changed.Work does not 
even start before some money moves under table. Nobody cares as things take 
shape at the topmost table. It was said,that when Sir C.D.Deshmukh was the 
finance minister in the then Nehru Govt., he had told Nehru, that things should 
stop at this table. He was told by Nehru to look at the ' Biggest Democracy 
of  United  States of America'. Ours is just a new born  
democracy. Things go on. And the then finance minister had to resign. So it was 
nothing wrong thence. Things have deteriorated,after Indira Gandhis rule of
'Emergency'.  It's KALIYUGA.
