v, I have worked with Tanzanian, Russian and US military professionals. Let me assure you that one rises through the ranks on the ability to follow instructions. One develops that ability thru training. There is no military professional, even after retirement, who will be able to shed that training. One of the fundamentals of that training, is to sign every document you author. When I first saw the post from this Alban person, I had doubts that he was a true military professional.
