India can never have a secular governance. Communalism is in their blood for generations, and being passed forward to the next generation. Incidents of Communal attacks act like fertilisers for the communal minds and that is how sporadic attacks occur elsewhere. Goans lived in communal harmony, at least in the 20th century. No community, be they Muslims, Hindus or Catholics had any envy or enmity with one another. People who lived during the earstwhile regime will recount; but history books may tell a different story as communalism crept in. The question is, from where did this communalism creep into Goa? From across the border or there still were some moles and snakes who silently nurtured their venom and have now found the environment friendly for their nefarious schemes.
The history of the number of communal violence in India is well documented here. http://en.wikipedia.org/wiki/Communalism_%28South_Asia%29#Incidents_of_communal_violence Dr. Ferdinando dos Reis Falcão.
