If you want a qualified and valid opinion, it is my suggestion that you
contact the NRI Department and receive proper guidance. Some documents
depending on their use require notarization and attestation by an Officer of
the rank of Under Secretary to Government of Goa. I witnessed this happening
a number of times when these documents were to be produced at foreign
Embassies and Courts etc. Better to be safe than sorry as a mistake could
waste valuable time and effort. For the benefit of those interested in
communicating with the NRI department, the phone numbers are +91 832
2419460/ 61. The Director Mr. U. D. Kamat or his assistant Christopher will
pick up the phone. Tuesday is not a very nice day to call. Email
clarification may be sought from commissionernri_...@rediffmail.com and
lokseva...@rediffmail.com

AFAIK, the service is prompt and helpful.
