Any certificate issued in India other than in English needs to be first translated to English by a registered Notary. The second step is to get this notarised certificate authenticated by the Collector of the district. English certificated can be directly authenticated by the Collector. A fee of Rs. 100/- is charged. This authenticated certificate then needs to be authenticated by the Under secretary Home Ministry at the Govt. Secretariat, Porvorim. There too a fee is charged.
