We sudenly read in the newspapers about the GBA now raising questions on the 
amendments to the Goa Building Construction regulations which were brought into 
force in 2010. While several citizens had filed objections questioning the very 
common building law for villages and cities/towns, there was no opposition from 
GBA. Some professionals even pointed out the basic technical flaws in the 
building regulations but GBA was in no mood to respond. Probably the because 
its key puppeteer was honoured to be on the steering committee to draft these 
regulations. The other day a renowned activist was expressing his surprise that 
the constructions files go first to the TCP and only to the Panchayat in the 
end. But the activist forgot that he had called a meeting along with the 
puppeteer to discuss a particular chapter in the draft building regulations 
when it was pointed out by me that the common building rules itself are 
objectionable. Is GBA in agreement with the Building regulations i
 n the first place? 

Activists seem too busy to keep tabs on such micro flaws that will hurt the 
grass-root people. It only becomes a problem no sooner their turf is threatened 
by some village groups. If it was not for the village groups, Goans would have 
seen the hide and seek by GBA on the RP-2021 which now feels threatened that it 
is becoming unpopular among the masses. Thats the reason one reads about some 
GBA members ridiculing the stand taken by the village groups.
