Very well summarized Aires. The solutions you have proposed are common-sense and I cannot see why they have not been considered and implemented thus far. You have missed one big problem and that is the corruption widely prevalent in the system.
It will take another 100 years or a revolution to bring your measures in. Why India remains a slave to the colonial type bureaucracy and judiciary after 60 odd years, escapes me, especially since the colonial power itself re-invents their systems all the time, as they should. The Judiciary seems to be placed beyond the reach of the common man. There is an urgent need to do away with some of the archaic judicial traditions that are harming our nation. The Supreme Court being the overall court of superintendence needs to invoke its administrative powers to pull up the socks of the Judiciary. --------------------------------------------------------------------------- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---------------------------------------------------------------------------
