GOA SU-RAJ PARTY AT A QUICK GLANCE
When elected to power with 21 MLAs the following will happen as per it's
Constitution and it's ROAD MAP FOR GOA ( which is it's permanent Election
Manifesto released in on 20th. August, 2005 to commemorate the WORLD GOA
DAY - 2005).
(Rajan, please note: I have said 'WHEN' and not 'IF' like MP's BJP)
1.. The Cabinet will be sealed at 5 including the CM
2.. Cabinet shall be elected at a post election Party convention where the
Cabinet members shall be voted in through 2 rounds of ballots by the
electoral college which is the members of the Executive, Presidents and
Secretaries of CWCs and 10 or so erudite citizens of GOA who may or may not
be the members of the Party. Portfolio list shall be totally and
completely distributed at the convention itself with the CM holding the
'HOME' & 'FINANCE' along with other minors. All Portfolio charts shall be
equally balanced with heavy and light departments. .ARTICLE 34 OF THE
CONSTITUTION ( attached). The Cabinet shall proceed to the Raj Bhavan to
take oath of Office straight from the CONVENTION. The next day shall be a
holiday for celebrations. Third day the full-fledged GOVERNMENT OF GOA
starts it work with full confidence and with not pulling of STRINGS.
3.. NO MLA CAN HOLD CHAIRMANSHIP OR DIRECTORSHIP OF GOVERNMENT
CORPORATIONS AND INSTITUTIONS. ... ART 38
4.. It's Candidates for the election shall be the Presidents of the
Constituency Working Committees [CWC's] . The incumbent being the Candidate.
This enforces the Party views that an MLA should get no SECOND TERM. In case
the Party MLA needs to be given the second term it will have to be decided
by the CWC concerned. Otherwise no go. That means the President of the CWC
must agree as he is the authentic candidate. If the President refuses, the
MLA comes back to the Party fold as a guide to the fresher. There is no
quarrel as to who should be the next candidate as the post is reserved for
the President of the CWC. Also, Art. 37 does not allow dual posts. That
means the a. the MLA cannot be the President of the CWC.
5.. Party has incorporated the RECALL CLAUSE under Article 40.
6.. It is to be noted that Art. 41 seals the sensitive Articles of the
Constitution and does not entertain amendments ever. To make amendments, the
Party name has to be changed.
7.. Armed with the above, the Party can then go ahead and implement it's
ROAD MAP FOR GOA. (attached)
8.. Party does not need to do mobile announcing campaign during election
time nor does it need to print leaflets, manifestos and posters. Every one
knows who is the next candidate and all the ground work is in place as
people know whom to vote for.
9.. Party believes that ' LITTLE MONEY FROM A LOT OF PEOPLE MAKES BETTER
SENSE THAN A LOT OF MONEY FROM ONE PERSON. This gives a participatory angle
to the entire outlook.
10.. GOA SU-RAJ PARTY is designed to handle GOA'S AFFAIRS as the GOA
HIGH COMMAND where every Goa related decision will be made in GOA whether
the Centre likes it or not.
11.. Mining shall be completely banned UNTIL a very exhaustive and
noteworthy mining policy is in place. Centre will have not much role to play
in this decision.
12.. GOA NEEDS SPECIAL STATUS. This Party will make sure that this is
achieved on the lines of NAGALAND ETC.
13.. GOANS FIRST but not at the cost of the set norms of eligibility. If
Goans are not available, these posts shall be given to others.
14.. The resident status for GOANS shall be abolished. This will be only
for outsiders.
15.. WHO IS A GOAN will be well defined.
16.. CABINET will function with CO-ORDINATED structure. No Cabinet
Minister including the CM can refuse to listen to other colleagues. Cabinet
decision will be a co-ordinated decision. Only the respective files shall be
signed by the concerned minister.
17.. Ministers shall not inaugurate public projects.
18.. Cabinet shall meet every day.
19.. Government vehicles for Ministers shall be used from the CAR POOL.
No vehicle shall sport a SIREN. All cars from the Car pool shall return to
the base at the end of the day as no minister will get to keep the car at
his residence. The cars shall be of INDIAN MAKE, preferably AMBASSADORS .
All others shall be auction out.
DISCIPLE IN THE GOVERNMENT SHALL BE THE SLOGAN. THIS, COUPLED WITH
SELF-SACRIFICE WILL IS THE ONLY THING THAT WILL SEE GOA SHINE ONCE AGAIN AND
GET WORLD WIDE RESPECT FOR THE RULE OF LAW.
