It goes back to 1976, and sections of the Brit Parliament voicing concerns about Goans entering the UK: http://hansard.millbanksystems.com/lords/1976/may/26/goans-uk-passports#column_262 I guess one could interprete it in many different ways. All interesting! The reluctance to take in the Goans by some (probably then seen much like we see the so-called "Ghantis" of today). Praise for their loyalty in Africa, etc...
