It all comes to poor maintenance of the vehicle.
The investigation should start with the RTO and the bus owner, to see how he got the permit for the vehicle and it was tested to be roadworthy, or was it a corruption case where monies are paid and the permit issue.
This is a police issue as the accident is due to poor maintenance.
The next step is to take the owner or owners to court and claim compensation. The vehicle must have mandatory 3rd party insurance and this has to be done within a forthnight and claims logged with the insurance company and the owners.
The best procedure to appoint a firm of solicitors to handle the case.
Last but not the least to organize an account to fight the case. For that the village should communally contribute including all of us who are abroad.
Litigation is a costly affair and needs funds.

CALVIM: The tears of sorrow would have run deeper on the Calvim island
if three young students had not got off the ill-fated bus either at
Mapusa or Aldona, sources said.

A sudden change of mind saved the lives of Charles Fernandes, 16, and
Alistair Pereira, also 16, both residents of Calvim. Both are Class
XII students of St Thomas Higher Secondary School, Aldona. They had
visited their institute to collect their hall tickets. Both boarded
the bus at Aldona to return home, but changed their mind and got down.
