It is saddening to see that there is no mention of Environment Protection in the Budget Speech 2012 nor any funds allocation. Various budgetary allocations are made indirectly through GSPCB, Municipalities, etc., but nothing directly related to Environment Protection. The least budgetary provision should have been made for Environment Protection in the form of setting-up of an Environmental Degradation Watch-Dog Cell ( apart from GSPCB - Goa State Pollution Control Board which is found wanting) so that man-machinery and requisite infranstructure is set-up to bring to book willful polluters ( like burning of plastics/garbage, illegal felling of trees, hill-cutting, sand extraction, to set-up environment-friendly projects such as solar, wind energy etc). A budgetary allocation of Rs. 50-100 crores was absolutely necessary in order to check the dangerous advances on damaging Goa's fragile Environment. Goa Su-Raj Party would allocate more funds in this direction than the above since Environment Protection is a mainstay for GOA.
