What a wonderful system this Panchayat Raj in Goa is. Where the 'to be' Sarpanch and his 3 member team (Majority of 4 in a 7 member Panchayat) has to play hide n seek at Amboli Ghat resort in order to foil the KIDNAP of one or two of its members. We at GSRP have always maintained that the PANCHAYATs in Goa are CHORs number one. These people are such that the MLAs will look like 'SAINTS' in comparison. If this was not true, then seating a Sarpanch would be a matter or routine and nobody would be indulging in these kidnap antics. Those who are full-time exercising their tonsils in the name of Panchayat Raj Act this, and Panchayat Raj Act that, should bow their heads in SHAME, Peacefully, the Bihari way. GSRP will solve this problem in just one amended line in this unfit Panchayat Raj Act, 1994. "Sarpanch will be held responsible for any misappropriation of accounts, illegality or fixing of tenders or fraudulent de-limitation of wards with the connivance of BDOs" The penalty shall be outright suspension and/or even Jail terms." Presently, the Panchayat Raj Act goes out of the way to protect a corrupt SARPANCH. Incidentally, I, personally, wanted to have the Moira Panchayat Elections, 2012 based on the Village Panel with the VILLAGE MANIFESTO. After selecting/choosing the panel members in a transparent manner, the entire VILLAGE would campaign for the Panel and get it elected for the betterment of the VILLAGE. The blame for this not to happen must land squarely on the so called 'CSJP' BASED IN PANJIM which masquerades as all time 'FIX' for Goa along with it's loud mouth sycophants. There was a 60-40 chance that this would materialize. The cold water thrown on this project by CSJP has resulted in individualistic arrogance AS USUAL which has the ruling government eyeing the chair of the Sarpanch....with the already disgraced ex-MLAs pulling the strings. Moira can now expect more gated projects where the commisisons amount to brand new TOYOTA INOVAs to the Sarpanch and Santro-Wagon Rs to the panch members plus trips to Jeruzalem and Europe and a mobile morgue or two thrown in for the Moira Church and a Party in luxury hotels to the Parish Priest and the Council Members. Also Moira can expect more mobile towers @ of Rs. 1 lakh per panch member.
