As per Indian constitution, any Indian citizen (exclusion are also spelt out!), irrespective of his qualification and profession, can contest the election to become MLA or MP. And if elected, they can be made ministers of any portfolio irrespective of his actual qualification and or profession (even if he/she is Thumb Master !) by chief minister / prime minister respectively. And most importantly, irrespective of qualification and profession, everyone has a right to join politics and or join any party of his/her choice!
It is this constitutional provision that gave leverage to 'Thumb Master' Giani (!) Zail Singh to become 7th President of India! Giani, in terms of education, could be equated to Goa's Atanasion Monserrate, who was made Education Minister of Goa by than chief minister of Kangress Party Digamber Kamat who created the mess in Goa as Education Minister, particularly w.r.t. MOI ! Going little further, non-medical profession and a commerce graduate Vishwajit Rane was made Health Minister of Goa by the very same chief minister Digamber Kamat! Was P. Chidambaram, made Finance Minister because he is law graduate? Likewise there are 'n' numbers of such examples in India as well as in Goa! Were these factual incidences Okay from your point of view?
