The below information clearly suggests of the illegals thronging Goa in large 
numbers. What we also have is an illegal lawless governance who cares a damn

PANAJI: It may sound surprising  but it is true, that no state agency has any 
data on migrants coming from other  parts of country to Goa and the number of 
those employed in various sectors.
Viewed in the light of the Goa government idea of regulating the number of  the 
migrants in the state, information sought from various departments 
has  revealed that there was no basic data as foundation to work on the idea. 
Basic  data is a must for formulation of any policy and decision-making.
The Navhind  Times sought information under Right to Information Act from the 
department of  industries, trade and commerce, the directorate of planning, 
statistics and  evaluation and the office of the Chief Secretary/home secretary 
about the  population of migrants into the state, their occupation and trades 
the migrant  work force was engaged in. All the departments were asked the 
same  questions.
Surprisingly, the department of industries, trade and commerce has  in its 
response to the RTI application of this paper has replied that it does  not 
maintain the data and hence it cannot be made available. The department 
has  requested this paper to approach the competent authority under the RTI 
Act, but  not specified who was it.
What is more surprising is that there is a policy  of the state government to 
ensure 80 per cent employment to the locals in the  industries in the state and 
the industries department that has to monitor the  policy does not have any 
data of migrants working in the state.
The  department of planning, statistics and evaluation has returned the 
original  application stating that subject matter referred in the application 
of this  paper did not pertain to the directorate and hence the application was 
being  returned. The department has also requested us to approach appropriate 
authority  without mentioning which was it.
The response of the office of the Chief  Secretary/Home Secretary is even more 
surprising as the public information  officer in the office has transferred the 
application to the office of the PIO  in the directorate planning, statistics 
and evaluation, which has returned the  same application saying that 
information sought by this newspaper did not  pertain to that department.
The PIO in the office of the Chief Secretary has  directed the PIO of the 
directorate of planning, statistics and evaluation to  redress the grievances 
of the applicant and furnish the requisite details as  desired within the 
scheduled time  frame.
