The Gen Next might be more informed today, but information doesn't bring maturity. At least in our society this holds true. Yes, Gen Next is for CHANGE but that does not mean change in everything without considering the implications a change will bring about!
16 is not the correct age for indulging in sex because despite the sex education being imparted in the schools, most of the girls, especially in rural India and smaller cities, aren't aware about the health hazards. It can land the girls with unwanted pregnancies, which they may want to abort. Now abortion is proved to be risky for an adolescent. At 16 or so, it is the time to focus on education, career and to have a great bond with family. And giving a license to indulge in sex at such an early age will distract a girl completely from her goals. By law, girl isn't perceived to be capable of voting at 16; at 16, girls don't have the right to get a license for a four-wheeler and Congress lead government is bent on giving girls a right to have sex at 16?
