If Eugene wishes to "go by jc's explanation", he must try comprehend it first.

When he does, he will surely conclude that : He (Eugene ) was wrong to
automatically assume that Parrikar was NOT a Portuguese citizen - unless he
(Eugene) knew for sure that Parrikar had voluntarily given up his Portuguese
nationality.

Eugene may also wish to review Indian Nationality law and then consider how it
can be applied reasonably. When he does, he will surely conclude that Parrikar
should NOT be thrown out of the Assembly for this reason......unless he acts
positively towards obtaining a Portuguese passport or any other benefits based
on Portuguese (or any other) nationality. He will also probably read the Erasmo
Sequeira case on this matter (Supreme Court of India).

There is a loophole - created inadvertently by the way the situation was
handled (mishandled) in 1962.

One way to close the loophole: Require ALL future contestants for elections,
govt and constitutional posts (and present incumbents) to provide proof that
they have surrendered foreign nationality.

Would or Will this happen without pressure? Not anytime soon.
