However, the Maharashtra government and Cidco have indicated that 22.5 per cent of developed land can be provided to PAP’s. Cidco has estimated that the market value of the 22.5 per cent developed land will be worth Rs 18 crore per hectare in 2017 against the present value of Rs 15 lakh per hectare. Cidco also wants to develop a world class city for PAP’s adjacent to the airport. Compare this to chief minister Manohar Parrikar’s assurance to compensate the Mopa farmers of between Rs 150- 300 per sq m depending on the type of land and the type of ownership…………... How else could you explain his ignorance of this rather provocative fact that as much as 22 per cent of homes built in Goa are vacant, revealed last month. There are a total of 5,76,582 houses built in Goa and of these 1,25,503 are vacant, that is, 89,823 houses in urban Goa and 35,680 in rural areas. In south Goa, which elected Sardinha to what will surely be his last avatar in politics there are 52,976 vacant houses (urban 37,597, rural 15,379). There are 72,527 vacant houses in north Goa (urban 52,226- mostly in the Bardez and Tiswadi talukas, rural 20,301). In fact to expect that an increased FAR will put more houses in the market is the height of naivety because large land owners will hike their land prices even more if that were to happen. It’s easier this way because cutting a hill beyond the permissible height is illegal. So builders just go ahead anyway, because they have the money that empowers them to do anything and the law is an ass in any case. Better still, Goa’s town and country planning (TCP) department is so corrupt, it would be out-and-out foolish for a builder to stay within the law. When Bloomz International School armed with the usual “technical clearance” began decimating yet another hillside it was with exactly this empowerment that it went ahead.
