No matter which way Manohar Parrikar tries to steer his government, he seems to stumble. Try as he may to avoid the road bumps , he inevitably hits them. His government vehicle is badly damaged with the frequent mishaps. Forget the U-turns, the government at times seems to go round in circles. Why is the government not focused on the road ahead? Is it too hard for it to navigate the bumps with some skilful steering? As the person at the wheel, Parrikar knows that the road is full of hazards.
