It means that a chance towards the reformation is a wasted effort .It may also point out the inadequacy of reform process, The public is aghast at the leniency of justice, though the judges may be right in its application, without inferring beyond its scope, The accused is old enough to understand the sordid crime , hence old enough to serve the adult sentence and fit enough to be in the company of adult perpetrators in jails. It is a fact that girls and boys mature today at much early stage The argument that the age for voting, marriage, to contract are at variance , which shows that the ability to judge and be responsible is not uniformly conceived and which does not do away with the enormity and gravity of crime .Documents of proof about age can be fabricated and the medical test of age is not absolutely final
The world over age is not strictly followed, but the nature of crime is in question The intention of the accused has certainly have to be inferred Human rights seem to be preserve of the accused alone and not the victim, whose life is terminated in most tragic circumstances There is no attempt to change the criminal laws, which allows the criminals and escape route, A day less to 18 years and a day more than 18 years will be judged differently according to strict adherence to laws. Public outcry and mass protests seem to have no effect on the legislators; there is a right demand for more severe punishment to the young offender The crowd is not baying for his blood, but a deterrent that will prevent such assaults on the freedom of movement, The incidents of rapes against women, children does not show any signs of decline, but on the contrary, daily, chilling occurrences of crime against women are on the rise and are more heinous in nature There is no fear of punishment or attempt towards speedy justice and implementation In fact those in authority and uniform speak in forked tongues , much to the amusements of the criminals, Even minors may be engaged to take revenge and settle scores, knowing the weakness of legal provisions of leniency There must be concerted efforts to lower the age of juveniles and more important the nature of crime must be considered, A petty juvenile who robs etc cannot be equated with another committing such horrific sexual assaults Nelson Lopes Chinchinim
