The reason (and responsibility) for the current state of affairs rests 
primarily with the Goan public, the same public looking on at the Nigerian 
incident in Porvorim. The Nigerian, Russian, Israeli mafias are a small symptom 
of the underlying cause which is a complete break down of law and order. 
However, the Goan public is to blame for electing the same scoundrels who 
promote the drug, casino, illegal mining, illegal mega-projets in Goa. In the 
last election (2012), nearly 40% of those elected have had criminal complaints 
in their backgrounds - this is known to the electorate who still elect them. In 
addition, many of those elected have been known to openly flaunt the law.  But 
the Goan public operates under the premise "yes, he is a crook, but he is our 
crook".

If you elect crooks, you get what you deserve. In this system, kicking out the 
Nigerians will bring in another group to serve the corrupt political/business 
class.  The only choice in the current set-up is what foreign mafia do Goans 
want to replace Nigerians? Btw, the Russian and Israeli mafias are there to 
stay, their Goan godfathers and pimps shelter them.
