I'm moving Automake, Autoconf and M4 back to cross_dependencies.
BuidDependencies is already suported at ChrootCompile. I'm going to
remove Bison from the base dependencies too. It's good to enforce
Recipes to have those kind of dependencies explicitly delared at
BuildDependencies.

I recall some talks here about BuildDependencies, but I can't find any
references to this file on my snapshots. Was this feature commited, or
was it in the TODO list?
