Depends on if you define "beginner" as "never played" or "not good at it (yet)". Well, we have a sort of gentlemans agreement not to do that. Lots of the fun would be taken out of the tournament if everyone waited until the last 5 minutes to submit, and it would be sad to go back to a system with tiescores based on submission time. it's unfair to people who sometimes sleep or have lives or silly things like that. I'm also of the "submit early, submit often" school.
