Yes, I think it should. When I was referee, I tried to
avoid talking individually to anyone because I know
how easy it is to inadvertently give an unfair hint.
Indeed, some fiendish players may ask for endless
"clarifications" in the hope of getting even the
tiniest of hints (which can make a vast difference,
as we all know).

If I had something to say, I tended to post it to the
list, so that if I did give an unfair hint, at least
I gave it to everybody. On the other hand, it is
also unfair to broadcast to the list something that
may give away someone's ingenious idea. Being a
referee is a walk in the park (Jurassic Park).

I found the combination of English prose and test program
made the problem quite clear to me and I did not ask
for any clarifications from the referees. Though, like
Keith, I think the spec. would have been better without
mentioning paragraphs since I could not see they affected
the problem.
