I'm very curious about this too.

And related to your question, I would add another question:

What defines the order of the results?

As PanMan says, they show Google's "Favorites", but does anyone know the
logic behind it?

If I do the search for "restaurants, Brussels, Belgium" the first results I
get are not really in Brussels, but in Ixelles which is a neighborhood near
the center of Brussels.
