There are a couple of different options for explaining the different  
search services that are available on the web.

They're using the old SOAP Search API. The major problem here is that  
the SOAP Search API has been deprecated since 2006 and will be  
discontinued in August.
They're using the AJAX Search API and breaking the TOU. The problem  
here is that they're breaking the TOU of the AJAX Search API.
They're "scraping" results from the web interface. Again, blatant  
violation of Google's TOU.
They have a different arrangement with Google.  This is possible, I  
suppose, but it would seem to be uncharacteristically cannibalistic of  
Google.
