I think that this is unfortunately against the TOS:
- You will not (...) (i) changing the order in which the Google Search
Results appear
- You will not, and will not permit users or other third parties to
(...) copy, store, archive, republish, or create a database of Google
Search Results, in whole or in part, directly or indirectly

But as Jeremy said I'm also not a legal expert.
