Hi folks, I just wanted to clarify to help reduce confusion on this thread. There are separate APIs for Translate and Transliterate. The former (Translate) has a low-level RESTful API that can be used to interact with the service, but the latter (Transliterate) only has a documented JavaScript interface.
As Jeremy pointed out, it is only permissible to use APIs through the documented interface. You can find the documentation for both APIs here: http://code.google.com/apis/language/ Also, be sure to read the entire Terms of Service for whichever API you chose to use (there's a link to "Terms" in the upper right of the docs page for each API.
