I am working to confirm the issue, but initial evidence certainly indicates that the error message is correct: Google has shut down the Feeds API.
This is not entirely unexpected. They changes the service's terms to indicate that they may shut it down without warning at any time after April 2015. There are several posts to that effect on this forum. In short, I doubt very much that the service will be restored. You will want to search for alternatives such as Yahoo Pipes.
