Ok. first of all thanks for the fast reply Ikai - it's really cool to
see Google being responsive about issues.
It seems that after around 2h of waiting the billing quotas were
activated and my app is now up again.

Just a suggestion: I think it would make sense to display this waiting
status in the billing section or even on the dashbord - something like
"resetting of quotas and reactivation of app can take up to 2h". Or
so. Currently, there is only a message saying "after 10 Minutes the
quota should be set to new settings, or it failed" - what lead to my
curious question.

Apart from that - it would really cool to see the reactivation happen
way faster than my observed 2h. It would also be healthy for WSouza
and his frequent heart attacks ;)
