All of this would not be an issue if users didn't have to actually
wait for the initialization of everything.  If Google would implement
this warm-up request feature 
http://code.google.com/p/googleappengine/issues/detail?id=2690
then we wouldn't have to worry about slowness due to initialization.
Please star the feature request if you think it would be good.

I know that Google has accepted the feature request of paying to
reserve a JVM, but that still won't solve the issue completely.  Some
users will still have to wait for the initialization of a JVM when a
second or third JVM starts up (ie your traffic load goes up).
