Yes, I was able to log in to my development application using http://mjaggard.openid.org.cn/ as my Open ID. Assuming I managed to separate things correctly you should be able to use the test app I produced. So you'd click on "OpenID" on the login page and then type in your Open ID URL (like http://mjaggard.openid.org.cn/) and then click "Sign in" - then you jump through all the hoops on the other end before being returned to the app.
