There should be no other folders affecting this. Can you compare the dev_appserver file you have on your machine at C: \Program Files (x86)\Google\google_appengine\google\appengine \tools\dev_appserver.py with the one at http://code.google.com/p/googleappengine/source/browse/trunk/google/appengine/tools/dev_appserver.py ?
