The question if GAE appls are served from varius datacenters or not
has been answered some time ago in this group by 
Ikai L (Google)   from whom I quote

" Our data centers are distributed for redundancy and failover, but
we're not 
doing anything with regards to intelligently serving content from
data 
centers close to users. The good news is that we definitely have the 
technology and the know-how to do so! "

So no there is no such thing rigth now  but can be possibly added in
future.
But I am not sure if this statement aplies to static content as well.

Latency difference between xxxx.appspot.com and www.yyyy.yourdomain
has been also explained here many times and is well summarized by  Mr.
Hunter above
