Yes G serves App engine from a pool of IPs (blocks). Their DNS servers (8.8.8.8) is just a very fast and sophisticated DNS server - not a proxy server. So if Turkey blocks an IP range they block whatever happens to be served by this range. Technically I do not see what can be done from Google's side to resolve this. If what authorities in Turkey wanted is to block You Tube, which I believe is the case they, should use a content type filter not an IP range filter. Any way censorship is a bad thing and as you can see it can have a lot of side effects. You people in Turkey should complain to your authorities about that since they have done it couple of more times in the past.
