You can log a production issue in the tracker,

I have been in similiar situations in the pastand getting noticed can
be hard
at times. One of the problems I see is statements like "appengine has
been down
for the last 5 hours for me" doesn't actually convey a great deal of
information
and I would suggest doesn't do a good job distinguishing you from some
newby who doesn't
understand what they are doing. Given paid support is not available
yet
you do have to do a little bit of work and provide a reasonably fault
report
with appropriate evidence supporting your claims. Then you have a
better chance
of getting noticed. You can also often find google engineers on irc
#appengine.
