Robert, I've never seen this warning before 1.4.0. In the warning, it doesn't say if it was during a 'loading process', the only hint is 'it may be because an exception was thrown during initialization of your code'.
Before, I did see information logs saying a new instance has been started therefore the request takes longer or warnings saying GAE cluster is under exceptionally high load and as a result my request is timed out.
