To the why Azure: Other parts of the service are moving to that and they want to have all their eggs in one basket. Which as we have talked about can be a good thing if you have lots of parts, and can be down if any one fails.
Big Companies and this being the norm: It is routine, it doesn't mean that I don't have to do the work to get paid, it just means that I don't have to support the work if it never actually gets deployed. I would make more money if it was deployed, but if not, yes I get paid for the consulting, and the writing, and they get the knowledge that the solution they are currently fighting is being solved. Sometimes the sense of progress is as important as actual progress.
