This needs to happen. From what I see, it is broken and it is going to
result in people paying more.

I want to know why new instances are being started, especially if they
are going to sit idle for 15 minutes after serving just 1 request.

I am seeing instances startup for no reason. Even when setting Min
Pending Latency to 15 seconds with a low request rate of 0.1 a second
(latency < 500ms) and concurrency enabled they are still starting up
periodically.

An unnecessary, idle instance will cost $700 a year.

There needs to be justification for why these instances have been
started unnecessarily if Google are going to charge for them.
