New instances are being started to ensure that your application could
scale instantly on traffic spikes, this was already the behavior of
the scheduler before the new pricing model was announced.

With Min Pending Latency set to 15 seconds the scheduler should wait
at least for 15 seconds if all other instances are busy before
spawning a new instance for handling an incoming request.

bug report here:

Also note that by settings Max Idle Instances to N, you also ensure
that you will not get billed for more than "Active instances + Max
Idle Instances" even if the scheduler decide to keep idling instances
around.
