New instances are being started to ensure that your application could scale instantly on traffic spikes, this was already the behavior of the scheduler before the new pricing model was announced.

If this is not the behavior you are experiencing you should fill a new bug report here: http://code.google.com/p/googleappengine/issues/entry?template=Other%20defect Also note that by settings Max Idle Instances to N, you also ensure that you will not get billed for more than "Active instances + Max Idle Instances" even if the scheduler decide to keep idling instances around.
