When you transfer to a Premier Billing Account, all of the settings on the Billing Settings page goes away.
This is generally a good thing. However, we like to set a Max Daily Budget for our apps just as a big safety net; it is typically much higher than the daily spend, but also much lower than infinity. I'd still like to be able to lay down that safety net, even under Premier Billing.
