@Tapir, jon SSL is currently exclusive to Trusted Testers and cannot be configured by other users. Once SSL has finished the testing phase it will be made generally available. Sadly I do not have a date to announce for when it will be made generally available, however we will make an announcement when we do. SSL is one of our top priorities and the App Engine team is working very hard to launch this feature.
