Thanks Barry, I had assumed it was included but it was hard to be sure. When I examined my billing history, the outgoing bandwidth on a particular app that uses the high performance image urls seemed to be lower than expected. Perhaps there is some edge caching going on (or, most probably, I'm just misinterpreting my billing histories ;)
