Important also to know whether Scheduler makes decisions based on average app latency or a more granular analysis of average latency per specific call. Extending Tapir's example, if five new requests are being queued that for calls that average less than 10 milliseconds, Scheduler's spin-up decision might be different versus five requests for a calls that average > 500 ms. --stevep
