Hi Amy, I tried to sign up for the App Engine last week and when I didn't get the confirmation code, I tried again using three different numbers on three different carriers, all able to send and receive SMS-messages (verified by sending messages to each other). None of them worked. I filled out the SMS issue form but didn't get a reply yet.
