So, you may want to tell appcfg to never give up.

Currently the appcfg tool doesn't offer any option to wait longer, so you
need to tweak google.appengine.tools.appcfg in order to do so.
The last option for RetryWithBackoff is now set to 20, you may want to
replace it with something big.

    success, unused_contents = RetryWithBackoff(
        lambda: (self.IsReady(), None), PrintRetryMessage, 1, 2, 60, *20*)

I'm sorry I can only provide a hacky workaround at this moment, but
theoretically it should work.
