I've tried for months now shut down an old app engine app to no avail.
Here's the steps I took:
- I disabled the app.
- It won't let me delete the app because it says I am not the billing 
administrator. (I changed my domain, so the email that's the admin is no 
longer under Google, which seems to be the heart of the issue.)
- I submit the form to change billing to my current account.
- After it has supposedly succeeded, try to delete the app. It fails and 
the billing administrator is back at the original email.

I'm back at square one, getting charged $2 every week.

I've emailed support multiple times to no avail. What am I supposed to do?
