Why not JavaScript/Dart? PHP is something from old past and often used for small non-commercial websites (PHP - Personal Home Page) so without any benefit of real cloud computing... GAE is not the cheapest solution, so I would expect of more morden async-based platforms (e.g. NodeJS and v8 or Dart).
