I'm pretty certain Modules subsumes backends based on the message that is on my console:
"Looks like you're using Backends. We suggest that you make the switch to App Engine Modules. See the Modules documentation to learn more about converting: Python<https://developers.google.com/appengine/docs/python/modules/converting> | Java<https://developers.google.com/appengine/docs/java/modules/converting> ."
