Can you try this: Go to the cloud console and create a new project. Set up billing on that project. Then go to Cloud Storage and try to set up a bucket. If that fails, try this: go to your APIs Console ( https://code.google.com/apis/console/ ), click on Services in the left hand navigation bar, and scroll down to Cloud Storage (it looks like this: http://imgur.com/K3TTmmS ). The little switch image to the right needs to be set to ON (you can just click them to switch to ON if they're off). It may prompt you for billing details and to agree to a legal statement; go ahead and do those as well.
