Which quotas in particular are you using? If you're using a lot of instance
time, datastore, etc quota, the fastest way would be to activate billing.
Otherwise the alternative would be to file a production issue
<https://code.google.com/p/googleappengine/issues/entry?template=Production%20issue>,
since the other support options require a paid app.

If you're using lots of email quota, I suggest trying out Sendgrid. Their
free quota is 25,000 emails per month
<https://developers.google.com/appengine/docs/python/mail/sendgrid#pricing>,
which should give you some room to grow.
